Scope

Description

Prior Notice Published: UK-0339 The East of England NHS Collaborative Procurement Hub intends to establish a multi-lot framework agreement to support the commissioning of services that address health inequalities and the wider determinants of health. The framework will offer a compliant, structured route for NHS organisations, Integrated Care Boards (ICBs), local authorities, and other public sector bodies to procure community-based services. It is designed to strengthen collaboration with VCSEs, SMEs, and specialist providers, with the aim of improving early access to support and reducing pressure on acute services. The framework focuses on three core themes: Voice & Influence: Enabling people and communities to shape services, exercise choice, and be active participants in decision-making. Community-Led Services for Social Impact: Supporting services led by local organisations and people, with a focus on addressing needs identified by the community. Prevention & Cessation: Commissioning services that focus on prevention, early intervention, and supporting people to make positive changes, reducing demand for crisis or acute care. Services may include, but are not limited to, support with mental health, housing, employment, financial inclusion, domestic abuse, and wider prevention services. The framework will be open to all eligible providers across the UK and will operate as an open framework under the Procurement Act 2023. Description of possible extension:

This framework will operate for an initial term of 1 year, with the option to extend once for a further 12 months. The East of England NHS Collaborative Procurement Hub is establishing this framework as part of an Open Framework under the Procurement Act 2023. This is the first in a series of five successive frameworks, which will run on substantially the same terms over an 8-year period. The framework will reopen at least four times during its lifecycle: annually for the first two years, and every two years thereafter, allowing new suppliers to join at each stage. The maximum term of the Open Framework series is until 30th September 2033.

Options

The right to additional purchases while the contract is valid.

If, during the lifetime of the framework, a need arises for a related service that supports the delivery or enhancement of social impact outcomes, the East of England NHS Collaborative Procurement Hub may consider its inclusion in a future reopening, where it can demonstrate added value and efficiency for the NHS and wider public sector.

Further information about fees

A 1% Activity-Based Income (ABI) charge will apply to the total value of any contracts awarded under this framework. This payment is made by suppliers and enables the East of England NHS Collaborative Procurement Hub to continue delivering its services as the framework host. The ABI supports contract management, compliance, reporting, and future framework development, ensuring the framework remains sustainable and effective throughout its term.

Other information

Description of risks to contract performance

1. Higher demand than expected, which could lead to the total value of the framework being used up earlier than planned. 2. Delays to planned re-openings. Although EoE NHS CPH has set a timetable for when the framework will re-open, there may be changes due to unforeseen circumstances. 3. Limited capacity in the supplier market. Some smaller or local organisations may struggle to meet demand in certain areas or for certain services, especially if interest from public sector buyers is high. 4. Changes in national or local priorities, which may mean new types of services need to be added or existing ones updated during future re-openings.
