Description

Caerphilly County Borough Council, Social Services Department (The Council) is tendering an opportunity for the provision of a foster panel chairperson who is a suitably qualified individual (the Service Provider) to act as the Independent Chair of the Council's Foster Panel in line with the requirements set out in PART 5 of The Regulated Fostering Services (Wales) Regulations 2019.

The membership requirements, terms of reference and functions of fostering panels are set out in: The Regulated Fostering Services (Services Providers and Responsible Individuals) (Wales) Regulations 2019; Regulation and Inspection of Social Care (Wales) Act 2016; The Fostering Panels (Establishment and Functions) (Wales) Regulations 2018; the National Minimum Standards for Fostering Services 2011 and; the Children Act 1989 Guidance and Regulations Volume IV - Fostering Services 2011.

Aims of the Service

The overall aims of this provision are:

• To Chair the Council's Fostering Panel.

• To ensure that the Panel remains in line with regulations, policy and legislation.

• To ensure the Panel members are aware of their roles and to facilitate the involvement of all Panel members.

• To make clear, evidenced recommendations.

• To ensure the Panel is efficient and professional, and to provide clarity where required.

The Service Provider will act as the independent Chair of the Fostering Panel and be available to chair the panel on a fortnightly basis as set out in advance by the Council

The Evaluation criteria shall follow a three-stage process as outlined below
