Tenders were invited to deliver an integrated Drug and Alcohol Recovery and Harm Minimisation Services across Sunderland, that aims to provide an integrated model and places Service Users, their families and Carers, at the heart of the recovery process.
The service will take a recovery focused approach to enable people to improve their health and wellness, live self-directed lives, and strive to reach their full potential.
The Service will be delivered using the principles of a whole system approach which will comprise of the following 5 broad areas of activity:
• Access to Specialist Drug and Alcohol Harm Minimisation;
• Identification and support for Higher Risk Drinkers;
• Structured treatment for adults who are dependent on drugs;
or alcohol;
• Support for system Integrated Working;
• Completion and recovery.
The commencement Date for the Contract was 1st July 2021 and the expiry date for the contract is 30th June 2026 with the option to extend for up to a maximum of 2 years.

The contract was varied to the value of £706,905 for 2024-2025 following receipt of the Supplemental Substance Misuse Treatment and Recovery Grant (SSMTR Grant) from the Office for Health Improvements and Disparities (OHID) for year 3 of the SSMTR Grant to allow delivery of more of the same service as well as increasing capacity to meet the aspiration of higher numbers in treatment, the focus was on supporting Lived Experience Initiatives (LEI) and Recovery Support Services (RSS) delivered Lived Experience Recovery Organisations (LERO).
Prior to the 2024-2025 variation the contract had been varied on five occasions by a collective value of £17,018,584.05. The variations covered increased staffing costs as a result of NHS staff pay award under NHS Agenda for Change and also increases or further provision of the SSMTR Grant for delivering more of the same services under the contract including an increase in staffing. All additional funding was approved by the government via their Office for Health Improvements and Disparities and reported to them via their monitoring requirements. These modifications were under Regulation 72 of the PCR 2015.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
This is a Provider Selection Regime (PSR) contract modification notice. This contract has been modified under Regulation 13(1)(a) Health Care Services (Provider Selection Regime) Regulations 2023 as the modification is clearly and unambiguously provided for in the contract documents, as the Contract Specification allowed for modification as a result changes in national government funding.
For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this modification. This contract has now been formally modified.
Supplemental funding was made available by the Government via their Office for Health Improvements and Disparities. for substance mis-use, treatment and recovery for 2024/2025.
