The number of suppliers that NRW intends to appoint for each Lot is stated below. The numbers indicated represent the preferred number, but the actual number of suppliers appointed may vary depending on the outcome of the procurement process and could be more or less than indicated.

Suppliers are permitted to bid for

ONE Arboriculture and ONE Chainsaw lot only.

Bidders must chose just one geographical area in which to bid. (The Arboriculture and Chainsaw Lots applied for cannot be in different Lot areas).

Suppliers will be required to indicate which Lots they are bidding for in the online form in eTender Wales. Tender responses which do not comply with this requirement as to how to bid in respect of the Lots may be determined by NRW to be non-compliant and therefore excluded from the procurement.

Description

North Wales Arboriculture Services - suppliers may be offered work through direct award or mini-competition anywhere in North Wales - refer to lotting map in tender documents.

Framework operation description

There are two mechanisms available for NRW to award contracts under this framework

A: Direct Award - up to £25K, direct award option based on

o Price

o Location/ CO2 impact

o Contractor availability to mobilise

• This process will be predominantly, but not exclusively, used for reactive and emergency works. The direct award decision will be arrived at using a combination of weighed factors in the Direct Award Decision tool.

• The Contract Manager will select the appropriate relative weightings for a particular job ranging from 0-100% for each factor.

• The Direct Award Decision tool will enable NRW to identify the most suitable contractor for a particular job and supports its objectives to minimise CO2 emmissions and support local supply chains.

• Direct Award Price will be the items listed in the Framework Schedule of Rates.

• Location/Carbon impact will be a score related to the Contractor's relative distance from their nominated operational location to the job.

• Availability to mobilise suitable resource may be based on lead time or current presence at another site nearby

B: Mini-competition - The mini-competition option will be used predominantly, but not exclusively, for planned and routine maintenance work of value over £25K or high risk/high value/complex work.

• The predominant method of mini-competition will be 100% Price.

• By exception, NRW may, with justification, introduce capability criteria for only the following two factors:

• Risk Assessments

• Method Statements

• In cases where capability criteria are to apply the weightings will be :

• Price 30%-70% and Capability 30%-70%. The chosen weightings will be set out in the mini-competition pack.

NRW will reserve the right to run a mini-competition at any value
