The Police and Crime Commissioner as the contracting authority for West Midlands Police (WMP) seeks to appoint a supplier to provide and support a highly resilient, mature, UK PACE complaint Police RMS. The successful bidder will be required to work alongside representatives from WMP and relevant 3rd parties, to implement and configure the system to the requirements of WMP, including the provision of appropriate resources to support this.

two.2.4) Description of the procurement
The Police and Crime Commissioner as the contracting authority for West Midlands Police (WMP) seeks to appoint a supplier to provide and support a highly resilient, mature, UK PACE complaint Police RMS. The successful bidder will be required to work alongside representatives from WMP and relevant 3rd parties, to implement and configure the system to the requirements of WMP, including the provision of appropriate resources to support this.Total Quantity or ScopeA Police RMS is defined as an industry-specific system which is accessible force wide. It should provide for the storage, searching, retrieval, retention, management, archiving, and viewing of information, records, documents or files pertaining to law enforcement operations, whilst giving due consideration to information governance and security requirements. At a high level, the system must: •provide functionality supporting the management of Crime, Case, Custody, Safeguarding and Intelligence. • provide search functionality against a POLE (Person, Object, Location, Event) database. • provide workflow functionality [currently operational for UK National Policing Systems] that meets the standards required by the Police and Criminal Evidence Act 1984. • have interfaces that are currently operational for UK National Policing Systems and/or Services including the Police National Computer (PNC), the Police National Database (PND), the Crown Prosecution Service (CPS), HM Courts & Tribunals Service (HMCTS) and any specific WMP force systems, e.g. Command and Control•Manage Retrieve, Record and Delete processes in line with WMPs RequirementsIt is of importance to note that stability, reliability and usability will be a key priority for this contract and also a data migration partner, if required, may also be included within the scope of this tendering exercise. These high level requirements are not an exhaustive list and will progress as the full business requirements are developed which will be included within the tendering documentation.
