two.1.4) Short description

The London Borough of Brent (LBB) is issuing this Prior Information Notice for a district heating network in South Kilburn.

The Council is seeking a contractor to design, build, operate and maintain the ‘South Kilburn District Heat Network’ (SKDHN) to serve the South Kilburn regeneration area. SKDHN will be fully owned by the Authority and will be built out over four phases. The Authority will own the heat generating plant and distributing network to the heat exchangers.

The term of the contract is for an anticipated build period between 2024 and 2030. The term of contract includes fifteen years operation period with the ability for the Authority to extend for an additional period up to 10 years. Following the installation of air source heat pumps (ASHPs), the completed network will supply low carbon heat via a buried network (spine trench length of 1.8km) and its total annual heat demand is expected to be 20.6 GWh.

Project timeline update

It is envisaged that in February 2024, Brent Council will issue the Contract Notice with the procurement documentation for a Competitive Dialogue Procurement. This will include a Selection Questionnaire and a draft ITPD with the draft Contract Conditions and Technical Specification in appendix.

Expected dialogue structure:

Following Selection Questionnaire stage, it is envisaged that there will be a 6-month dialogue phase, which will conclude with final tender submissions.

Evaluation & Internal Governance, following final tender submissions, is envisaged to take3 months.

Details of Dialogue:

It is envisaged that the dialogue phase will commence one week after selection stage outcome letters have been sent to bidders. Dialogue sessions will commence in week three, with three further dialogue sessions to follow.

Each bidder will have a day dedicated at each dialogue session with the Council and its advisory team. Each bidder day will be organised in two workstreams combining: (a) technical and social value and (b) commercial and legal topics. Each bidder day is anticipated to occur at 3 weeks intervals; the dialogue process is expected to last for 15 weeks prior to the issue of the invitation to submit final tenders.

The South Kilburn district heating network has potential for expansion beyond this contract. The detailed feasibility concept design has investigated how the heat could be generated from a Waste Water Source Heat Pump to supply this potential expansion.
