Scope

Description

WRAP is preparing to launch a tender exercise for a framework to provide high quality technical advisor services to enable WRAP to provide valuable policy, support and evidence in the area of Waste and Resource Management, that can be applied to one or more of our core sector programme areas and one or more of our key stakeholder audiences. The intention is to go live with the tender within the next 7 days (but this not guaranteed).

The work assigned through the framework involves providing technical advice and assumptions as well as a quality assurance role in projects that WRAP has scheduled in to deliver.

The advisors appointed to the framework shall have:

Expertise and experience in the sector and specialism they have indicated,

Significant demonstrable skills,

Evidence of acting as a lead technical advisor in the delivery of related projects, and

Been involved in relevant published work.

This is anticipated to be an Open Framework Agreement, which will operate for a maximum of 8 years. A new procurement exercise will be run prior to each 2-year re-opening window to allow new suppliers to apply. Existing suppliers will remain on the Framework for the full duration, subject to performance and continued eligibility. Re-openings will be conducted via a new procurement process under the Open Framework provisions of the UK Procurement Act 2023.

Description

Business Waste Collections - Providing modelling, assumptions, market intelligence and insights for non-household municipal and commercial waste.

Types of activities:

Gather data on the commercial waste services  

Develop scenario assumptions for commercial waste services  

To peer review yield, arisings and cost assumptions used in analyses.  

Development or updating of recycling tools, guidance and/or resource efficiency support for the non-household sector.

Lot 2. Model Development, Investment appraisal and cost benefit analysis

Description

Model Development, investment appraisal and cost-benefit analysis - Providing modelling designs, analysis and advice to improve efficiency and generate outputs to help inform policy decisions. Provide suppose and advise of investment appraisal and cost-benefit analysis, including quality assurance and peer review services.

Design/re-design of complex tools designed for waste and resource management scenario modelling (e.g. on-line/spreadsheet/database)  

On-going support of developed models, including providing training for relevant internal staff  

Advise on approaches to improve efficiency of current models. 

Developing a range of tools to support businesses, public sector and consumers on decision making related to waste and resource management.

Description

Materials Recycling Facilities & Organics (waste treatment infrastructure and UK re-processors) - Reviewing waste and resource infrastructure in relation to capacity, future trends, procurement requirements and technological developments for both household and non-household municipal waste.

Planning and permitting support 

Review process impacts on facilities and re-processors from accepting a wider range of material feedstocks from both household and business waste sectors.  

Waste infrastructure technical advice and support 

Organics standards technical advice and support 

Waste infrastructure mapping and analysis 

Infrastructure scoping and development costs 

Technical specifications on dry recyclable material preferences/ mixes 

Template contract specification - dry recyclate sorting / processing, food waste processing and and structured agreements for NHNon-Household Municipal Food Waste to prevent contamination 

Support in determining what works would likely be required to existing depot and WTS waste transfer station assets to support the collection of food waste.

Lot 4. Review assumptions on the prevention of waste from households and businesses. 

Description

Review assumptions on the prevention of waste from households and businesses. 

Critically review and comment on waste strategies and Local Authority plans that feature a range of prevention activities.

The prevention areas could include but are not limited to activities such as home composting, repair and re-use initiatives, bulky items, and furniture re-distribution schemes.

Lot 5. Other waste streams (non-household similar)

Description

Review assumptions on waste arisings generated from sources that are not similar in composition to household waste. These arisings would be expected to be from Industrial, hazardous, agricultural, and clinical waste sectors.

Framework operation description

Direct Award:

Assignments may be awarded by direct award in exceptional circumstances if the value of the brief is less than £15k.

We will implement a Direct Award approach, allowing the Project Team to allocate awards based on specific project needs, as well as a predetermined ranking, if required. This method ensures flexibility and responsiveness to unique project requirements.

Mini Competition / Invitation to Further Competition

Most assignments on this framework, regardless of value, will be awarded based on a mini competition.

When a mini competition is carried out, all suppliers within the relevant Lot will be invited to bid for the requirement.

Suppliers will be evaluated against the criteria included in the mini competition documents and the highest scoring supplier will be awarded the contract.
