two.1.4) Short description

The contracting authority needs to establish an appropriate vehicle to utilise experienced and pre-qualified organisations to provide home care services for vulnerable children and young people.

The resultant vehicle (Framework Agreement) to be entered in is to provide care at home and transport assistance for Vulnerable Children and Young People aged between 10 and 17 years who have disabilities and whom the Authority has responsibility to support. The Services will include short breaks for disabled children, Section 17 provision (Children in Need) and transport assistance for disabled looked after children (please refer to the Specifications for further information).

The duration of the Framework Agreement will be for an initial three (3) year] with the option to extend up to a further one (1) year, subject to contractor’s performance and at the full discretion of the Authority, and subject to a lawful termination in accordance with the provisions of the Terms and Conditions of the Framework Agreement (please refer to Schedule 10).

The requirements are divided into three distinct Lots under the proposed procurement. At its absolute discretion, the Authority intend to appoint up to a maximum number of organisations under each Lot, as described below:

Lot 1 - Care at home for disabled children, up to a maximum of 6 suppliers.

Lot 2 - Care at home for mainstream services, up to a maximum of 3 suppliers.

Lot 3 - Transport assistance for mainstream services, up to a maximum of 2 suppliers.

Note, the maximum numbers have been provided to ensure Bidders are aware of the award restrictions under each Lot.

There will be no form of exclusivity or volume that is guaranteed under the

resultant Framework Agreement and the contracting authority will be entitled to

enter into other contracts and arrangements with other suppliers for the provision

of any, or all, of the requirements which are the same as, or similar to those specified under the established Framework Agreement.

The Service Provider shall ensure that appropriate provision is given to the Service User in line with the Preparing for Adulthood National Agenda, Education Health and Care Plan and any other plans co-produced by the Council, child, young person, their family and involved professionals during their home care provision. This will include any or all of the following:

• Personal Care – e.g. eating and drinking, hygiene, dressing

• Communication – e.g. developing communication skills

• Daily Living – e.g. preparing meals and cooking

• Social Skills – e.g. developing social contacts and friendships; organising social activities

• Leisure and Recreation – e.g. participating in fitness, sport, recreational and leisure groups; participation in community activities

• House cleaning

• Organising daily activities
