This is not an opportunity, but a VEAT notice to inform the market that Barnsley Metropolitan Borough Council (the Council) is intending to award the provision Learning Disability and Autism Specialist Supported Accommodation lease.

The lease will be for the development of 3 properties for long term accommodation.

The authority wish to directly award the contract to Progress Housing Association (PHA) for the following period:

Estimated Lease Start Date: December 2024 (Subject to obtaining planning permission and funding from NHS England)

The total value of the contract is based on an estimated budget for the works and services required to build the properties.

The Council believes that the decision to award a lease for the provision of Learning Disability and Autism Specialist Supported Accommodation to Progress Housing Association (PHA) is permitted pursuant to Regulation 32(2)(a) of the Public Contracts Regulations 2015.

The section below sets out the technical reasons required by Regulation 32(2)(a) that the Council would rely on to justify its decision.

Explanation:

The Council has advised the opportunity to bid for the lease on 2 separate occasions as follows;
