The DVSA will use this extension period to transition away from the incumbent to an in-sourced model. Due to the value of the modification, the safe harbors for contract extensions located within Reg 72(1) of the PCR will not be available. Where a modification to a contract does not meet the requirements of Reg 72(1) of the PCR, a new procurement procedure must be undertaken in accordance with Reg 72(9). Therefore, in order to extend the current payment gateway services contract with Barclays, a negotiation without prior publication shall be undertaken in accordance with Reg 32(2)(b)(ii) of the PCR.
