two.2.4) Description of the procurement at the time of conclusion of the contract:

The above named commissioning bodies procured a Non-Emergency Patient Transportation Service for the local area that safely, effectively and sustainably transports eligible patients between their nominated place of residence to, from and between NHS-funded healthcare facilities in a timely manner, in support of their health care.

The procurement took place between 2019 and 2020 in compliance with Light Touch Regime Public Contract Regulations 2015. The contract commenced on 1st April 2020 for a period of 5 years with option to extend for an additional 2 years subject to mutual agreement.

The key aim of this service is to provide transport for patients with a medical need from a place of residence to community and acute settings and returned to their place (original or new) of residence, in comfort and without detriment to their medical condition.

The contract duration is five (5) years, with the option to extend for a further two (2) years, subject to agreement. The contract commenced on 1st April 2020.

NHS Herefordshire and Worcestershire Integrated Care Board intends to modify the above contract. The modification is permitted under Regulation 13 Section 1(d) and Section 2(a) and (b) of The Health Care Services (Provider Selection Regime) regulations.

The modification is attributable NHS Herefordshire and Worcestershire ICB and does not materially alter the character of the contract, and the cumulative change in the lifetime of the contract, compared to when it was entered into, is under £500,000 and under 25%.

seven.1.4) Description of the procurement:

In 2019 a formal competitive procurement took place to procure a Non-Emergency Patient Transport Service for the local area pursuant to the Light Touch Regime: this service was classified as clinical which came under the Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of those Regulations.

One contract was formally awarded, following a competitive tendering process, to EZEC MEDICAL, which is now trading as EMED GROUP LIMITED.

The contract commenced on 1st April 2020. The contract duration is five (5) years, with the option to extend for a further two (2) years, subject to agreement.

At the time of the procurement process, the commissioning organisations were NHS Herefordshire CCG, NHS Redditch and Bromsgrove CCG, NHS South Worcestershire CCG, NHS Wyre Forest CCG, and Associated Commissioners. The aforementioned commissioning organisations have since transitioned into NHS Integrated Care Boards, and as such the above contract is held by NHS Herefordshire and Worcestershire Integrated Care Board.

The date on which the modification described in this notice took effect was 1st April 2025.

This is a PSR contract modification notice, under The Health Care Services (Provider Selection Regime) Regulations 2023.

For the avoidance of doubt, the provisions of the Public Contract Regulations do not apply to this award. This contract has now been formally modified.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The existing contract is being modified to include an overnight non-emergency patient transport service for eligible patients residing in the county of Worcestershire.

The value of the proposed modification to the aforementioned contract is £153,164.00 per annum. The total cumulative value of the proposed contact modification is £306,382.00 for the remaining 2-year period of the current contract.

The value of the existing contract is £XXX per annum. This is XX% increase per annum in the total cumulative value of the contract being modified. Thus, the test for considerable change is not met, and the contract modification is not rendering the original contract materially different.

The date on which the modification will took effect was 1st April 2025.

This is a Provider Selection Regime (PSR) contract modification notice, under The Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contract Regulations do not apply to this award. This contract has now been formally modified.

This modification is permitted under Regulation 13 Section 1(d) and Section 2(a) and (b) of The Health Care Services (Provider Selection Regime) regulations.
