two.2.4) Description of the procurement

The Trust is anticipating a procurement process that will be published to deliver UTC services in the London Borough of Bexley. The Trust has sought to identify the most suitable provider to partner with as a subcontractor to bid with and, if successful, partner with to deliver the services.

This notice is an intention to award a contract under the most suitable provider process, in the event that the Trust is successful in its bid to deliver the UTC services in the London Borough of Bexley.

This would be a new service for the Trust, although the services are currently being commissioned by SEL ICB.

The estimated value of the contract is based on previous contract awards published by SEL ICB and the anticipated minimum contract length (circa £4m and 3 years) - however the Trust will not know the financial envelope available until the SEL ICB tender has been published, and any subcontract will mirror the main contract that is commissioned in terms of length and extension options.

Explanation:

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contract Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the decision makers by 26th November 2024.

This contract has not yet formally been awarded; this notice services as an intention to award under PSR.

Please note that this process does not guarantee a contract will be awarded, as the Trust will still have to bid for the main contract commissioned by SEL ICB. Providers who wish to deliver this service will have an opportunity to take part in the competitive procedure that is published by SEL ICB.

The provider the Trust has identified as the Most Suitable Provider in the event that the Trust issues as subcontract for these services is due to the following rationale:

1. integration, collaboration and service sustainability

• Active part of Bexley Wellbeing Partnership, comprising of 17 organisations.

• Evidence of initiatives that have developed and deployed pathways which have reduced UTC attendances and avoided delays in patient care.

• Demonstratable evidence of working locally within the Bexley Partnership to deliver integrated services

• Enabled digitally to work collaboratively

• Evidence of sustainable workforce sufficient to provide evidence of service sustainability.

2. improving access, reducing health inequalities and facilitating choice

• Clear evidence of primary care services that are currently delivered to facilitate choice and access to all patient groups.

• Working with local care networks to deliver bespoke services to target particular communities. Specific examples of where this has helped tackle health inequalities was clearly evident.

3. quality and innovation

• Demonstrable experience in similar primary care settings

• Experienced and suitably skilled leadership team

• Currently deliver community same day service within PCN

• Demonstrable experience of working across GP Federations in SEL.

4. value

• Not for profit community interest group - whilst details on costs are limited until the SEL ICB publishes the financial envelope, evidence that surplus income is reinvested in community supported this criteria.

• Evidence of working with voluntary sector and reinvesting surplus income in to local community.
