seven.1.4) Description of the procurement:
DoF -LPS require a team of financial advisors to provide support to the LPS Nova Programme. The LPS Nova Programme will undertake a number of procurement projects in order to digitally transform the functions and services of LPS, allowing its customers to access services at a time and through a channel that suits them best.
There is the need for continuity with financial advisory support (e.g. finalisation of Land Registry delivery partner project, R&B implementation). This extension will allow contingency for financial advisory support for these and the remaining NOVA programme procurements (Valuation) to be completed.

Need for additional works, services or supplies by the original contractor/concessionaire.
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
Regulation 72(1)(b) Additional works, services or supplies “have become necessary” and
were not included in the initial procurement and a change of supplier would not be
practicable (for economic, technical or interoperability reasons) and would involve
substantial inconvenience/duplication of costs - provided the change does not exceed 50%
of the value of the original contract.
This is on the basis that, as set out by LPS, there are a number of economic and technical
reasons which mean that a change of contractor at this point would result in significant
inconvenience and duplication of costs including but not limited to, costs associated with running
a new procurement process and the costs associated with brining another contractor up to
speed on the work already undertaken by the current contractor. There is the need for continuity with financial advisory support (e.g. finalisation of Land Registry delivery partner project, R&B implementation).
