The Contracting Authority is currently preparing to initiate a procurement process to procure development partner/s in relation to its 2026 Development Agreement Programme, and wishes to undertaken pre-market engagement, further details of which are noted in Section ll.2.4 of this notice.
The procurement will seek to identify development partner/s to work with the Contracting Authority to deliver new homes across a range of sites throughout the borough. The Contracting Authority will be seeking development partner/s whom it can work constructively with to deliver a shared aspiration of transforming several sites, in a variety of states, into high quality affordable and private housing.
The Contracting Authority will be seeking a partner/s that are willing and able to form an effective partnership; working constructively with the Contracting Authority to resolve any issues that arise and meet common aspirations to deliver high quality homes and ancillary uses across a range of sites. Through this forthcoming procurement, the Contracting Authority is seeking to identify a partner/s who can provide valuable insight and commercial acumen to help the Contracting Authority maximise the potential of a range of sites.

The purpose of the pre-market consultation is to gain an understanding of the approach of the market to several pertinent questions that will help Southwark Council to inform and optimise the design of the forthcoming procurement.
At this stage, any information gathered may be used to support the design of the procurement process and associated opportunity but will not be appraised in any future tender evaluation exercise. Please note that participation or non-participation in this pre-market consultation exercise shall not prevent any provider participating in any potential procurement process, nor is it intended that any information supplied shall place any provider at an advantage or disadvantage in any forthcoming procurement process.

All those interested are encouraged to contact the Contracting Authority at their earliest convenience, but by no later than 17:00 on the 22nd of November. The form of the pre-market engagement will be face-to-face discussion sessions held in hybrid.
The resulting procurement will be advertised separately, this notice is solely to advertise the pre-market engagement.

In any forthcoming procurement, the Contracting Authority intends to rely on the Common Assessment Method as part of the pre-qualification stage. Any prospective bidders are encouraged to seek registration in advance of the procurement process being advertised, if not already registered, with a Recognised Assessment Body.
