This procurement exercise is associated with the supply, installation and commissioning of audio-visual end point technologies within the Greater Belfast Campus Development project. The two new buildings which are directly opposite the existing campus contain approximately 230 flexible spaces ranging from 4-6-person meeting rooms, various teaching and social spaces to large 250 and 350-seater Lecture Theatres. Optional spaces are included which will be dependent on budget such as Digital Signage and technology solutions for ‘specialist spaces’ which include bloomberg room, academy training kitchen, gallery and exhibition space and students union.
The University has put in place a contract for the procurement, installation and commissioning of a range of enabling technologies, based on established technology specifications for each of the designated spaces outlined above.

seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
AV Contractor has incurred additional labour costs directly associated with prolonged need for AV contractor to remain on site due to delay in building delivery. AV contractor incurred additional labour costs and had to complete cabling and interfacing works which should have been completed within the main build programme.

Need for additional works, services or supplies by the original contractor/concessionaire.
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
In line with Reg 72(1)(b) additional services and supplies have become necessary where a change in contractor cannot be made for economic and technical reasons due to the interoperability with the existing equipment and installation originally procured. Change in contractor would also cause substantial duplication of costs for the University.
The increase does not exceed 50% of the value of the original contract.
Additional labour costs directly associated with prolonged need for AV contractor to remain on site due to delay in building delivery. The AV contractor incurred additional labour costs and had to complete cabling and interfacing works which should have been completed within the main build programme.
Additional expenditure is directly associated with delay in build phase and delays handing over the spaces in a fit state to enable AV works to complete. AV contractor had to undertake additional cabling and interface works to get over 200 rooms ready for occupancy.
