two.2.4) Description of the procurement

As part of the Avanti West Coast (AWC) commitment to the Safeguarding on Rail Scheme we are looking to procure no fewer than 32 Safeguarding Officers (40 hours per week) and 2 Team Leaders to support designated safeguarding strategies.

This includes working with the British Transport Police (BTP) on schemes to tackle suicide prevention, rough sleeping, unwanted sexual behaviour as well as a host of specific initiatives including county lines.

Working alongside BTP in the deployment of safeguarding officers as part of the Integrated Security and Policing (ISP).

Safeguarding Officers will work closely with charity partners such as Railway Children and The Samaritans to deliver tailored campaigns to ensure that vulnerable people are identified and provided with appropriate support.

Safeguarding Officers will also be required to act as additional security when not responding to safeguarding and vulnerability issues with particular reference into undertaking and understanding the HOT and WHAT protocols and will be required to actively engaging with customers to establish a visible presence that is both professional and approachable.

AWC are looking to procure Safeguarding personnel to support our local station teams and onboard teams based from and working out of hubs at the following railway stations.

· Carlisle

· Crewe

· Stockport

· Coventry

· Stafford

Cover is to be provided as required 7 days a week between 05:00 until 01:30 excluding Xmas day and Boxing Day.

The contract will be a First Rail Goods and Services contract with Special Provisions for Rail that will be subject to final Approval by the Department for Transport.

The successful tenderer will also be required to enter into a Umbrella Direct Agreement (UDA) with the Department for Transport.

TUPE will apply to the contract and the tenderer should ensure their capability to manage TUPE transfers and the associated costs.

The term of the contract will be three years with the option for two additional extensions of one year each.

six.1) Information about recurrence

six.3) Additional information

The following shall apply once the 'Passenger Railway Services (Public Ownership) Bill 2024-25' has become law:-

"This procurement process is being advertised and run by First Trenitalia West Coast Rail Limited on its own behalf and on behalf of the successor operator of the rail passenger transport services in respect of the West Coast Partnership. That successor operator will be a public sector company, is expected to be a wholly owned subsidiary of DfT OLR Holdings Limited and will be ultimately owned by the Secretary of State for Transport.

The date for transfer of the current operations to the successor operator is not yet confirmed. Where the transfer is completed before contract award under this procurement process, the successor operator may elect (but will not be obliged) to carry on with this procurement process in place of First Trenitalia West Coast Rail Limited, by taking on the role of contracting entity from the date of completion of the transfer (with this notice and all other procurement documents to be interpreted accordingly).

Where the transfer is not yet completed by the time of contract award, contractual rights may be included in the contractual arrangements to enable transfer to the successor operator.

Bidders should note that this procurement process (if ongoing), or any awarded contract, may be included in a transfer scheme made by the Secretary of State under section 12 of the Railways Act 2005, or the transfer may be effected outside of, or separate from, such a scheme."
