The Housing Executive wishes to procure suitably qualified and competent contractors to carry out works in relation to the provision of Major Adaptations for Persons with a Disability throughout Northern Ireland. It is proposed to have 6 Lots consisting of 3 Contractors each awarded a Contract (subject to a sufficient number of compliant tenders being received) covering 6 areas as detailed in the Tender documents. Subject to terms and conditions each Lot Contract will be for a period of 2 years + option to extend for two further periods of 12 months +12 months (or part thereof). A Tenderer can only be awarded one Contract in any of the 6 Lots, with a further restriction that overall they can only be awarded a maximum of THREE Contracts. Tenderers will be assessed on a “most economically advantageous tender” basis, according to price (100 marks).

The Northern Ireland Housing Executive wishes to Notify all Economic Operators that it is exercising its right to collapse this competition in its current format, in accordance with the Invitation to Tender, at section 7.3:-. . The Contracting Authority reserves the right in its absolute discretion to not to award any Contract and or collapse the Competition for any reason.. Any award is subject to the Contracting Authority’s absolute discretion that the tender submission provides it with value for money, for this purpose the Contracting Authority may, but is not obliged to, benchmark against its pre-tender estimates.. . Specifically in relation to CT093 the Contracting Authority does not consider that the tenders represents value for money across the Lots..
