This procurement falls under the light touch regime which allows the council to design their own procurement process. For this procurement, a one-stage process similar to the Open procedure will be undertaken, whereby suppliers will submit responses to both Selection Criteria (assessing technical capacity and experience) and Award Criteria (assessing proposals for delivering the service).
As only one tender was received the council entered into negotiation with the tenderer to further improve their submission.
The contract has been awarded to Action for Kids (AFK). The strengths of AFK's submission include the following:
Working with family/parents and offering them training as well as the resident
An extensive Toolkit to support residents in particular situations they may encounter.
Basing the training on the resident’s perspective – where they are
All Travel Trainers will be trained to NVQ Level 3 Travel Training. This training has been developed by AFK and is accredited.

ITT is a free tailored and practical service that offers children and adults a set of essential skills, enabling them to travel independently, by public transport or on foot to a place of education or a day centre. The training will promote independent life skills, improve self-esteem and confidence. AFK demonstrated a clear understanding of how to address doubts residents and carers may have when transitioning to independent travel.
