two.2.4) Description of the procurement

The grounds of this appointment is being made on the following points:

1. Project Timescales:

The new Phase 2 building is set to open in late summer 2023. In order to facilitate the additional throughput of patients and visitors to our site the development of the car park is essential. Should these works be procured through an open tender process the timescales for the delivery of this will not be met. This would be caused by the time period to develop the High Level Information Pack, the appointment of the PSCP and the extended period to develop the design and execute the works.

2. Ongoing works to the Golden Jubilee Site:

The contractor Kier Construction are currently working within the NHS Golden Jubilee Site developing the new Phase 2 building which includes redeveloping the drop off area and car parking at the entrance to the new building. The PCSP has already established relations with the NHS Golden Jubilee personnel and familiar with the site due to ongoing works around car parking therefore to continue these relationships and familiarisation is a benefit to the NHS Golden Jubilee Board.

3. Site Congestion:

The NHS Golden Jubilee site is undergoing considerable development within the site boundary, at present there are works ongoing to the phase 2 build which includes some car parking, as well as works on level 1, level 2, level 3 and level 6 (plant rooms) of the building. In the coming months the NHSGJ site will not only have the Kier Construction site offices, there will be a need for further welfare facilities for projects which are already planned for December 2022/January 2023. Therefore, at present there are no suitable areas within the site to accommodate the provision of any further site accommodation for another contractor without potential disruption to the ongoing operation of the hospital.

4. Existing Project Works:

As noted previously, Kier Construction are carrying out works to the drop off area and car park at the foot of the new phase 2 building, the scope of works for the additional area is very similar. The specification level used on these works will be replicated for the additional car parking spaces. The project cost sum for the works will be benchmarked against rates previously used for the car parking at the phase 2 building leading to earlier agreement of the Target Price for each.

This notice is published to inform other Frameworks Scotland 3 participants; Balfour Beatty Construction, BAM Construction, Graham Construction, McLaughlin & Harvey and RMF Health of NHS Golden Jubilee Board's intention to appoint Kier Construction to carry out these essential works.

NHS Golden Jubilee intends to enter into a contract on completion of the required mandatory ten (10) calendar day period (excluding Christmas bank holidays) at 12 noon on Monday 9th January 2023.
