The aim of this service is to deliver person centred, holistic support for people in their own home for the duration of the contract. LBTH is working in partnership with a Registered Provider to supply units for this project, with additional units being provided from the council’s own housing stock. These homes will all be located within LBTH.
The service is for an initial three year period with two 1 year extensions possible

two.2.4) Description of the procurement
The aim of this project to provide housing outcomes for some of the most multiply disadvantaged and excluded LBTH residents. Specifically, this is a Housing First project which will provide homes and intensive wrap-around support to people rough sleeping. The primary target group are those within the T1000 cohort (i.e. longest histories of rough sleeping and highest levels of need) and 50% of the provision is targeted for women. This project will have a significant impact on reducing numbers on the streets, removing pressure on existing rough sleeping, homelessness and hostel services, and improving housing and health outcomes for those accommodated.
As such, the project is aligned with the Tower Hamlets Strategic Plan 2022-26:
• Priority 2: Homes for the Future
o Work with developers and housing associations to deliver a minimum of 1000 social homes for rent per annum
o Develop strategies to house the homeless (including, as a priority, to house street sleepers)
The funding for the project will come through the Single Homelessness Accommodation Programme (SHAP) a Department for Levelling Up Housing and Communities (DLUHC) revenue and capital programme administered in London by the Greater London Authority (GLA). The aim of SHAP is to provide new homes for people with complex needs and long histories of rough sleeping, for home a “housing-led” model of support is required. Funding is currently agreed for a three year period.
The project is a partnership with Notting Hill Genesis (NHG) Housing Association who will provide grant funded homes. LBTH is also providing nil-grant income homes.

Tower Hamlets reserve the right not to award any contract pursuant to this procurement exercise and/or to abandon this procurement exercise at any time and/or to award a contract for part of the services at it's sole discretion.
The Authority shall have no liability whatsoever to any applicant or tenderer as a result of its exercise of that discretion. For the avoidance of doubt, all costs incurred by any applicant and/or tenderer before signature of any contract with the Authority shall be incurred entirely at that applicant's/tenderer's risk.
The Authority anticipates that the Transfer of Undertakings (Protection of Employment) Regulations 2006 does apply to this Contract
