Description
The Royal Borough of Greenwich (RBG) intends to commission an open framework via the competitive flexible procedure for Alternative Education Provision and associated Education Outreach Support Services. The duration of the framework is anticipated to be 3 years, with the potential to extend for up to a further 2 years.
It is anticipated the framework will include DfE registered provision, non-DfE registered provision, as well as outreach and educational support.
Potential providers are encouraged to participate in a soft market testing exercise and attend a market engagement event (Please see section on engagement).

Engagement process description
Soft market testing
Royal Borough of Greenwich is seeking to engage with providers of Alternative Provision (AP) placements, and education outreach providers, as part of our soft market testing exercise.
This process aims to explore the capabilities, innovations, and interest of providers in delivering services that meet the needs of children and young people requiring alternative provision, as well as those who need reintegration and education outreach support to remain engaged in their learning.
We are requesting feedback from experienced providers across two key service areas:
1. Alternative Provision (AP) Placements
Providers who can deliver flexible, high-quality education services to students unable to attend mainstream settings. We are particularly interested in services that support students with complex behavioural, social, or educational challenges in a safe and inclusive environment. Providers should offer a range of educational options, including vocational training, therapeutic interventions, and innovative learning models such as online or blended learning.
2. Education Outreach and Inclusion Support
This requirement focuses on supporting students who are on roll at an education setting but require additional intervention to re-engage with their studies. The goal of this lot is to provide targeted early intervention, re-integration, and outreach services that promote educational continuity and successful transitions between settings.
a. Support students' engagement while they remain enrolled in mainstream education setting.
b. Facilitate the smooth transition for students moving into an AEP or Pupil Referral Unit (PRU) placement.
c. Assist with reintegration back into mainstream schooling following an AEP placement.

Market engagement event
