two.2.4) Description of the procurement
The project is the site clearance of 23 acres at Pheonix Wharf. The works are to eradicate the Japanese Knotweed with an estimated plan area of 40,000m2. The target date for commencement on site is May 2023, subject to award in May 2023. The site is a brownfield site containing contaminated soil. Water table at 2m depth.The Contractor is to complete the design and construction of the works. The Contractor will be provided with a performance specification for the end use of the site (suitable for industrial development activities) against which they are to determine the appropriate methodology. The successful Contractor is to undertake full responsibility for the role of Principal Contractor and Principal Designer for the delivery of the Contract, In accordance with the requirements of CDM 2015.The procurement for this activity will be carried out using a Competitive Procedure with Negotiation. Through evaluation of the PQQs, candidates will be shortlisted by means of economic and financial standing, technical and/or professional ability and also mandatory and discretionary exclusion grounds. Once PQQs have been assessed, a maximum of five candidates will be put through to the ITN stage.
