In recent years, the functionality of BMS’s has evolved to include energy efficiency and sustainability. It is for this reason, the Trust embarked on a project to roll out a new Schneider BMS across its estate as part of the Public Sector Decarbonisation Scheme (PSDS).

This project is currently ongoing and is estimated to be completed sometime during the 2nd half of 2024.

The Trust intends to conduct a procurement exercise of a new contract for servicing and maintenance of its various BMS systems (Schneider EcoStruxure, Trend and Andover Continuum) to commence post-completion of the PSDS project.

It is intended the tender for this contract will be advertised on the Government's Find a Tender service during Q1/Q2 2024.

Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

  • The services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons

Explanation:

To support the smooth delivery of the PSDS project as well as day to day running of the system, the Trust requires up to 5 days per week of both planned and reactive engineering support across all three campuses (QMC, City & Ropewalk) for a short term interim period.

It is envisaged the level of support required will reduce following completion of the PSDS.

Changing maintenance provider partway through the PSDS project is too risky from both an operational and technical perspective. For example, a change of provider is likely to impact timescales for completion of the PSDS).
