Explanation:
As above the most appropriate award process to utilise was a direct award through a framework agreement. Procurement therefore investigated the routes to market available that allowed SCL to make a direct award that is compliant with all relevant legislation and The Trust's Standing Financial Instructions.
After investigation Procurement found the SBS Hard FM2 SBS10166, Lot 7.1 Statutory Inspections and recommended its use for the following reasons;
- It offers a simplified procurement process.
- There is no need for full competitive tendering - this route to market is faster and easier than a full tender process.
- No negotiations on terms are required - there are pre-agreed Terms and Conditions.
- A direct award off this framework offers the Trust a fully compliant route to market with PCR 2015.
Using this framework also meant we could compare the available suppliers pricing and select the most economically advantageous supplier which was Nifes Consulting Group.
