Scope
Description
The contract covers the interim provision of maintenance, repair, and emergency response services for communal door entry systems installed across Dacorum Borough Council's housing stock. This includes:
24/7 responsive call-out and fault rectification
Planned preventative maintenance
Repairs to access control panels, audio-visual intercoms, door automation systems, and associated cabling and infrastructure
Minor upgrades and component replacements where necessary
Asset verification and system labelling
The total estimated contract value is £200,000 (excluding VAT). The supplier is required to begin service delivery from 1 July 2025, operating across multiple residential sites within the borough. The duration of the contract is 12 months.
Due to the criticality of this safety-related service and the urgency of maintaining operational continuity following the early termination of the incumbent provider, the contract was directly awarded to a supplier with established experience delivering related security system services within Dacorum.

Extreme and unavoidable urgency
Following the unexpected early termination by the incumbent provider, the Council was left with insufficient time to complete a compliant procurement procedure before service cessation on 30 June 2025. Given the essential and safety-critical nature of the contract, a direct award was necessary to ensure continuity of service and safeguard residents. The urgency arose from circumstances not attributable to the Council.
