Description

West Northamptonshire Council is seeking quotations from suitably experienced contractors for the supply, installation, and maintenance of timber hoarding across a range of vacant development sites within the West Northamptonshire area. This includes in-ground timber hoarding, shop front hoarding, and responsive repair works to existing installations. The appointed contractor will support the Council's Regeneration Team by delivering secure and consistent site boundaries that prioritise public safety, value for money, and durability. Subcontracting is not permitted.

Framework operation description

The framework will appoint the two highest-scoring suppliers from this procurement. Prices are fixed at framework award using the submitted pricing schedules in Appendix 5.

When services are required, the Authority will issue a direct award to the highest-ranked supplier. If they are unable to fulfil the requirement, the second-ranked supplier will be approached. No mini-competitions will be held. Call-off contracts may extend beyond the framework term, where appropriate.

Award criteria

Quality will account for 30% of the total score and price for 70%.

Quality will be evaluated on responses to six questions covering service delivery, waste management, quality assurance, KPIs, social value, and a scenario-based task. All quality responses will be scored out of 4 and moderated by the evaluation panel. Price will be assessed using a Most Advantageous Tender (MAT) formula. Suppliers must meet a minimum quality threshold to be considered.
