seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
Historically, projects delivered within Local Authorities which have involved the use of external consultants/specialists have often experienced scope creep, deadline failure, and inconsistent quality of work.
These challenges have led many Local Authorities to seek alternative methods of procuring consultants/specialists which enables them to gain greater control over project spend, ensure scope creep and deadline failure are mitigated, and allow accountability for the work provided by the consultant/specialist.
One of the methods is the Statement of Work (SOW) model. This model is delivered by a Service Provider and involves Local Authorities creating a detailed project description that outlines the scope, budget, objectives, tasks, timelines, and expected deliverables of a consultant's/specialist's engagement. This approach contrasts with the traditional hourly rate model, which may lack clarity and may not sufficiently address project goals.
The original MSTAR3 agreement allowed for the provision of Statement of Works, which at the time of award, the Council did take up the service. The Council would now like to trial the model to assess its suitability for ongoing use.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
The contracting authority has amended the contract notice under Regulation 72(1)(b)(ii) because the cost of changing contractor would result in duplication of cost and significant inconvenience. The existing contractor already has processes and systems in place. This modification does not exceed 50% of the original contract value.
