The Council has appointed a suitably qualified and experienced organisation as a Supplier under an NEC4 Framework Contract, to provide ‘Operated Road Sweeper Services' within the boundaries of Leicestershire County Council. Work Orders will be issued with the terms and conditions of an NEC4 Term Service Short Contract, with the Supplier then acting as a Contractor.

two.2.4) Description of the procurement

The Council has a requirement for operated road sweeper services to support its in-house highway maintenance works, which will include:

• Surface dressing sweeping (pre, post, and winter after-care – minimum 20 weeks)

• Site and Depot sweeping (ad-hoc)

• Emergency sweeping (ad-hoc)

Suppliers appointed to the framework contract must be able to supply road sweepers appropriate to the service required along with appropriately trained and experienced operators to undertake road sweeping services either on a programmed or ad-hoc basis.

For surface dressing sweeping, the Council anticipates an annual requirement for:

• one operated road sweeper for pre-sweeping – two weeks

• three operated road sweepers for pre-sweeping and post-sweeping - twenty weeks

• one or two operated road sweepers for post-sweeping - ad-hoc

For site and depot sweeping requirements, the Council anticipates ad-hoc requests as required, with one week notice given wherever possible.

For emergency sweeping, the Council anticipates ad-hoc requests as required, with minimal notice given.

All operated road sweepers will work under the instruction and supervision of the Council’s employees.
