The BBC looked for an external provider to build the effectiveness of its senior leaders.

There were two requirements:

1. A development programme for new and prioritised senior leaders from all divisions and functional areas of the BBC, including staff from public service and commercial areas, based across the UK and throughout the world. The previous programme targeted at BBC Senior Leaders was predominantly internally designed and delivered. We are now seeking a trusted external partner to design and deliver this new blended learning solution. We intend to offer places to a minimum of 25 senior leaders per year.

2. The BBC also want to make sure that every senior leader (around 300 in total) has easy access to focused digital learning which is directly relevant to their role and responsibilities and the challenges they face. The suite of digital learning from our chosen external supplier will sit alongside and add value to BBC content. The digital content will set out to explore and embed the knowledge, know-how and behaviours to support and enable our senior leaders confidently to deliver sustainable high performance through their teams. Additionally, we want the digital content for senior leaders to be available where relevant to organisational leaders (around 700). That’s a maximum audience for the digital learning content of around 1000.

six.3) Additional information

In the case of technology requirements, the BBC may involve its technology partner (Atos IT Solutions and Services Limited) to assist in the scoping and drafting of invitations to tender and/or the evaluation of tenders. However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document.
