The Authority has a requirement for a bridging contract to ensure continuity of essential services as we migrate to new arrangements.
HMRC has awarded a 3-year contract to Fujitsu Services Ltd to provide hosting and associated services for the CESA application utilising Fujitsu's proprietary Modern VME Environment. The CESA application administers the collection of Income Tax for all taxpayers under Self-Assessment.
As CESA is Critical National Infrastructure (CNI), HMRC requires the secure and uninterrupted delivery of support to the application and considers the award of the new contract to be the only option for ensuring delivery of CESA until the migration to new arrangements. A programme has been set up to migrate the CESA application before this contract expires.

Explanation:
As negotiations commenced prior to 24 February 2025, and the coming into force of The Procurement Act 2023, they are governed by The Public Contracts Regulations 2015.
The MVE (Modern VME Environment) is proprietary to Fujitsu and so MVE based services are technically only available from Fujitsu and are not available in the market from alternative service providers.
Due to the complex functionality and significant nature of the CESA application, the extensive testing required (particularly in respect of this application being Critical National Infrastructure) and the lengthy transition periods needed given the volume of users of the application, no alternative solution would realistically be ready for use before HMRC's requirement came to an end.
