The Police and Crime Commissioner for Cambridgeshire and Peterborough is looking for a local organisation to support and work with families experiencing child to parent violence.

Early evaluation has shown there is a reduction in demand on policing from families who have engaged with the 16-week Family Respect Programme. The programme has been run in the county for the past 14 months as part of a pilot funded through the Home Office Domestic Perpetrator Fund.

The opportunity to manage and deliver the programme in line with Respect guidelines and provide victim-focused support to the parents/carer through an embedded domestic abuse worker has now arisen.

two.2.4) Description of the procurement

The Police and Crime Commissioner for Cambridgeshire and Peterborough is looking for a local organisation to support and work with families experiencing child to parent violence.

The opportunity to manage and deliver the programme in line with Respect guidelines and provide victim-focused support to the parents/carer through an embedded domestic abuse worker has now arisen.

The successful provider will be expected to:

• receive referrals from Cambridgeshire Constabulary or the Independent Domestic Violence Adviser Service (IDVA) for families who are believed to be suitable for the Family Respect Programme;

• assess all referrals to decide if they are appropriate for the programme and that both the young people and the parents/carers are willing to engage;

• manage and deliver the Family Respect Programme;

• employ a specialist domestic abuse worker to provide appropriate advice, guidance and ‘victim-focused support’ to the parents/carer;

• deliver all support in a trauma-informed way in line with key principles of trauma-informed practice published in November 2022. Working definition of trauma-informed practice - GOV.UK (www.gov.uk)

• work in partnership with staff from Respect who will be contracted separately provide consistent training (when required), oversee delivery and support with effective evaluation.

This is not intended to be an open access service.

It is expected that the provider would triage more than 100 families in a 12-month period.

Providers will be required to have a permanent office base in Cambridgeshire and Peterborough although sessions can be delivered both in a location to suit the families and online.

An anticipated budget of £175000 per annum, to include delivery staff and an embedded domestic abuse worker, consideration is being given to a scalable budget. Confirmed budget detail will be provided at point of Invitation to Tender.
