Midland Heart is currently considering procurement options, following the need for digital upgrades to phonelines before 2025. Midland Heart, as a social housing landlord has several sites that require additional equipment or upgraded equipment to enable a seamless digital switchover (such as lifts, warden call etc.) As such, Midland Heart wishes to engage with the market to gather ideas and suggestions to inform any future specification and procurement of the required works and/or services.

two.2.4) Description of the procurement
Midland Heart is looking for companies to carry out this work. Midland Heart would therefore welcome a conversation with interested suppliers regarding our current approach to any resulting tender and would welcome views from the supply chain on the most effective way to package this project, we are particularly interested in talking to any suppliers who may have already undertaken similar projects at other organisations of a similar nature to MH.
Based on our initial scoping exercise, currently we envisage that our requirements are as follows:
• Install, test and commission the following equipment at the specified number of sites.
o 128 x Dual Sim Communicators to be installed to Fire Alarm Panels (Various Panel Manufacturers / 128 sites)
o 13 x Dual Sim Communicators to be installed to Panic Alarms (Various Alarm Manufacturers / 8 sites)
o 222 x Dispersed Warden Call units to be installed and interlinked with domestic fire detection system in each domestic unit (Reach IP Units / 126 sites)
o 580 x Dispersed Warden Call units to be installed and interlinked with domestic fire detection system in each domestic unit. Existing warden call system to be decommissioned (Reach IP Units to be installed / 580 units at 32 sites)
o 39 x Digital Communicator upgrades (Tynetec XT / 39 sites)
o 25 x Digital Communicator upgrades and Dual Sim Communicator installs (Tynetec XT / 25 sites)
o 71 x GSM communicators to be installed to 71 passenger lifts (63 sites)
• Each sim card should have an initial rental of at least 1 year included within the cost (3 years for dispersed warden call systems).
• Digital O&M manual (including commissioning certification) to be provided for each item of equipment installed.
• Digital Asset data to be provided for each item of equipment installed (Location, Equipment Served, Manufacturer, Model, Phone Number associated with device)
• Decommissioning/making good of Phoneline sockets following upgrades and phonelines ceasing.
