We are entering into a contract with the Eclipse Hotels Group for use of rooms at the Holiday Inn Bristol City Centre. The contract will include food for all decanted tenants and household members, plus the provision of security. An allowance of 10% has been made for potential claims of damage and dilapidations from the Eclipse group

This is a compliant exception due to the unforeseeable nature and extreme urgency of the requirement.
Regulation 32 of the PCR 15 allows for contracts to be awarded directly in certain circumstances e.g. extreme urgency or where no other provider or reasonable alternative provider who could provide the service.
Due to the extreme urgency associated with the displaced tenants BCC concludes that Regulation 32 can be relied upon to award this contract directly as a compliant breach.
