Norfolk County Council's Public Health department are seeking to create a Light Touch Regime Framework Agreement for providers of services supporting Healthy Lifestyles.The first services to be procured under this Framework Agreement are Structured Support Tier 2 Weight Management and Structured Support Tier 2 Weight Management with Integrated Physical Activity Sessions.

The public health team wishes to purchase Structured Support Group Tier 2 weight management services with Integrated Physical Activity Sessions. The service should be interactive and educational, enabling people to understand elements such as food calories and food groups, the health impacts of being overweight and benefits of losing weight, benefits of physical activity and how to become more active.Services under lot 2 will support individuals to lose weight, become more physically active and provide ongoing weight management support throughout the duration of the intervention. In addition, the service will enable individuals to become self-motivated thereby continuing their weight loss journey at exit from the intervention.

The framework agreement is being let under the Light Touch Regime under which the Council has flexibility regarding the process or procedure to be used when purchasing certain services of which this is one. The framework agreement differs from those let under the non-light touch regime in that the Council, exercising its flexibility, may periodically open the framework for new applicants.

The value at section II.1.5 is the anticipated total value of the entire framework agreement over its potential 8 year term, and accounts for the addition of further lots during the lifetime of the Framework Agreement.This Light Touch Regime Framework Agreement will be let under Regulations 74 to 77 of the Public Contract Regulations 2015 (Light Touch Regime), under which the Council has flexibility as to the process or procedure to be used when purchasing certain services, of which health services is one. In this instance, the Council is establishing a Framework Agreement with multiple suppliers that will set out the terms and conditions for making specific purchases (call-offs). The Framework Agreement differs from those let under the non-Light Touch Regime in that the Council, exercising its flexibility, may periodically open the framework for new applicants and may periodically add new lots to the framework agreement that are relevant to the scope of the framework agreement.
