Scottish Government (SG) introduced a rent freeze to support 'the cost-of-living crisis. The result is uncertainty for Housing Providers on what they will be able to charge for rents in the future, with expected confirmation by SG due mid to end of January 2023. This impact on planned income from Rents coupled with high inflation, requires prudent review of planned budgets and cost mitigation.

SBHA are choosing to modify our existing Grounds Maintenance contract for 1 year - value is 400,000 including VAT. This will enable financial and service stability, avoiding investment in necessary equipment by an incoming supplier and safeguards 8 seasonal local jobs.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Political change to support Tenants due to cost-of-living impacts brought about by COVID 19, the Ukraine War and BREXIT.
