Scope

Description

Prior notices relating to this procurement are UK-0064 and UK-1445. The East of England NHS Collaborative Procurement Hub wishes to provide support to the NHS and the wider arena of publicly funded services with the provision of innovative learning methods and support services to assist them in meeting system challenges they face, both now and in the future. The purpose of this procurement is to secure appropriately skilled service providers per Lot, to help upskill individuals in the identified key areas. The framework offers the following Lots: Lot 1 - Coaching and Mentoring Services Lot 2 - Training Programmes Lot 3 - System Leadership Lot 4 - Patient Safety Incident Response Framework Lot 4a - Systems Approach to Learning from Patient Safety Incidents Lot 4b - Patient Safety Incident Response Framework Oversight Lot 4c - Patient and Staff Engagement and Involvement in Learning from Patient Safety Incidents Lot 5 - Clinical Digital Safety Lot 6 - Environment Sustainability Skills Lot 7 - Oliver McGowan Training EOE NHS CPH are proposing an Open Framework which will run under the Procurement Act 2023, and will opened at least twice during the course (2+2+2+2). The open framework route also allows for Contracting Authorities to call-off via direct award or further competition.

Description of possible extension:

This framework term is 2 years + 1x12 months optional extension. EOE NHS CPH are creating an Open Framework which will run under the Procurement Act 2023, and will opened at least twice during the course of 8 years. The maximum term of the open framework series is 16/09/2033.

Options

The right to additional purchases while the contract is valid.

Should a training and development need be identified throughout the framework term, EoE NHS CPH would consider its inclusion at the next reopening of the framework if it would drive efficiency and value for the NHS and other public sector bodies.

This Lot provides support for individuals or teams personal development through the facilitation of bespoke coaching or mentoring services.

Description

Description

Systems approach to learning from patient safety incidents. Lot 4a provides training to support the development of core understanding and competencies to enable application of systems-based patient safety learning responses.

Description

PSIRF Oversight. Lot 4b provides training to support the development of understanding, competencies and strategies to enable supportive oversight of patient safety learning response systems aligned with the PSIRF guidance.

Patient and staff engagement and involvement in learning from patient safety incidents. Lot 4c provides training to support the development of understanding and competencies to enable compassionate support engagement and involvement of those affected by patient safety incidents in line with PSIRF guidance.

Other information

Description of risks to contract performance

1. Higher utilisation of the framework agreement than planned, where the contract value is achieved earlier than the last framework in the framework series. 2. As EoE NHS CPH is establishing an open framework, we have anticipated reopening times through the term of the framework. There is potential that expected re-tendering procedures may take longer than as specified in the Invitation to Tender documents and may need to be amended. 3. Should a training and development need be identified throughout the framework term, EoE NHS CPH would consider its inclusion at the next reopening of the framework if it would drive efficiency and value for the NHS and other public sector bodies.
