NHS Norfolk and Waveney Integrated Care Board (referred to as the Commissioner) is inviting suitably qualified and experienced providers to express their interest in the provision of the CYP participation and co-production Offer
Norfolk & Waveney is committed to ensuring Children, Young People and their families have a voice and inform the development and delivery of the support they receive for their physical and mental health. This offer (‘the offer’) aims to:
1. Build on and coordinate existing participation and engagement networks across all age groups 0-25 yrs
2. Focus on under 11s and CYP experiencing health inequalities which represent identified participation and engagement gaps existing across our system
The purpose of this advert is to invite the market to engage, provide feedback on the draft specification and register for an online market engagement event, which is scheduled on 28th November, 9.00am-10.00am for the provision of a CYP participation and co-production Offer by testing key themes from the new service model and provide the ICB with valuable information to ensure that the Service Specification is fit for purpose.
The deadline for Soft Market Testing responses is by 17:00 hours on the 28th November 2023. Please note this is a market testing exercise and does not commit the ICB to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Any future opportunity will be advertised in accordance with the regulations.
It is anticipated that the contract period will be for an initial period of 2 years with the option to extend for up to a further year, commencing 1st April 2024. The indicative contract value is £20,000 per annum, £600,000 over the full 3 years. This is subject to review following the early engagement. The indicative timescales for the tender release date is scheduled for December 2023 but may be subject to change depending on the engagement feedback.

To integrate ‘the offer’ into existing local participation and coproduction networks and add value to existing offers
To maintain and embed the Youth Governance Group – continue prioritising YGG members input in all aspects of the Integrated Care Board’s CYPMH team’s work
To provide CYP participation and coproduction support to the whole range of physical and mental health services e.g. paediatrics, asthma, epilepsy
To give particular focus to engaging CYP who experience health inequalities, these may include, but are not restricted to: SEND, CYP with long term conditions, BAME, EAL (English as an Additional Language) communities, LGBTQ+, Gypsy Roma communities, refugee and immigrant communities, CYP open to social care, and CYP with physical disabilities.
To uphold the CYP Mental Health Charter as a key tool in bringing the voice of children and young people into CYPMH system and service development and improvement
Work with education setting’s ‘school councils’ to involve the broadest range of voices in participation and co-production work support.
Collaborate with the adult/all-age participation and co-production initiatives to support partnership working, shared community access points, and less risk of duplication.
Support health service’s staff recruitment processes with CYP participation.
Proactively enable CYP and families to support service improvements by testing and piloting new service tools, processes or forms etc.
Service Specific Outcomes
Increase in numbers of CYP and families 0-25yrs who are supported to be involved in co-production opportunities to shape and improve health services
Increase number of under 11s (including engagement with parent / carers) to be involved in co-production opportunities
Improve numbers of CYP from disadvantaged groups to be proportionately involved in co-production and participation.
Improve numbers of CYP who experience or are more likely to experience health inequalities that are supported to engage with co-production opportunities with local communities and services.
Provide practical guidance and support for organisations to understand and actively use the CYP Mental Health Charter in their service design and developments.
Increase the range of digital and face to face opportunities for CYP engagement
Ensure there is equity of co-production reach across Norfolk and Waveney and across all age groups and disadvantaged groups.
The aim of this Expression of Interest is to;
1. provide the market with visibility of the proposed opportunity;
2. support the ICB decision making to inform the future commissioning of services (as applicable);
3. to help define the future service approach and model;
4. to gauge the level of interest from the market of capable providers with capacity across the region to deliver the services noted above.
5. Invite interested Providers to attend a Market Engagement Event on Tuesday 28th November 2023..
A further tender advertisement will be issued at the appropriate time. You will not be disadvantaged in any subsequent tender process if you choose not to attend this market engagement event as the market engagement information will form part of any future tendering documentation, but the Commissioners wish to understand your views on the proposed model, activity and financial envelope.
