two.1.4) Short description

Following recommendations from the Grenfell Inquiry, the Fire Sector are seeking a supplier to provide connections to a Multi Agency Incident Transfer (MAIT) hub, with a messaging solution to allow the sharing of critical incident information between blue light control rooms.

The resultant contract shall provide for both installations of the connections to the MAIT hub and spoke solution for all 33 English Fire and Rescue Services (FRS) Control Rooms.

Please note, this is not for hardware, but for the MAIT service itself.

Potential suppliers shall be expected to have knowledge and experience of the MAIT protocols and have either developed or be developing potential MAIT solutions for the emergency services. Kent Fire and Rescue Service are leading on this activity via the NFCC Procurement hub on behalf of the Fire Sector.

The commercial model is expected to be a single supplier framework for all FRS's to call off upon.

two.2.4) Description of the procurement

The strategic objectives of this work include, but are not limited to:

• To lead digital and data solutions to drive transformation. This will enable services to

improve the way they collect, store, use and present data, manage information, and make

best use of digital technology.

• Ensuring that FRS’s respond effectively when our customers need us;

• Providing an enhanced emergency response alongside Police and Ambulance partners;

• Improving services whilst making efficiency savings and minimising risk;

The intention of the sector is initially to roll out MAIT in two Phases.

Phase One shall include the provision of a connection to the MAIT hub for each Fire and

Rescue Control Room. This shall be a phased roll out over a defined period of time yet to be

determined.

Phase Two shall include each Fire and Rescue Control room to determine the level of MAIT

integration they are able to accept, ranging from a stand alone solution, to semi-integrated,

and finally fully integrated. The successful supplier shall work with each local control room

to install and configure the MAIT solution
