two.2.4) Description of the procurement
This work consists of routine track patrol Inspections every two weeks for each depot location specified including routine Day to Day track maintenance work in line with Network Rail Line Standard RT/CE/S/037. From here the works are categorized into the following;
1. Planned track maintenance renewals (Planned Maintenance Works)
2. Track Maintenance Work Repairs Arising (Unscheduled Repairs)
To capture the planned and unscheduled repairs and the live state of the track reporting is then provided which covers the following;
1. An Updated Track Condition Report each quarter
2. An Annual Track Maintenance Report

four.1) Description
four.1.1) Type of procedure
Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:
1st in Rail have been NTL's track maintenance provider from 2018 onwards however the contract in place has now lapsed without a permitted extension option. This direct award is to ensure that NTL remains protected by improved contract terms whilst necessary planned and unplanned safety critical works are undertaken to allow the depots to continue operating.
The contract being awarded is to provide 12 months cover which will allow for a long term solution to be developed, tendered and implemented. To allow for change within this 12 month contracted period, the contract has a 30 day termination for convenience provision included. This will allow NTL to exit the agreement early once a longer term solution has been planned for and rolled out.
