Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Negotiated without a prior call for competition

  • Extreme urgency brought about by events unforeseeable for the contracting authority

Explanation:

1. Strategic Fit with Existing Infrastructure

AppsAnywhere has been specifically selected due to its seamless integration with our

existing hybrid infrastructure, which spans across multiple continents and is built on a

combination of Azure, AWS, and Nutanix environments. The platform's compatibility

with both Azure Environments, Hyper-V further strengthens our current systems without

necessitating costly or time-consuming reconfigurations.

2. Educational Sector Requirements

The unique needs of a global university, where the infrastructure supports thousands of

students and staff remotely, require a solution tailored to educational environments.

AppsAnywhere is designed with the academic sector in mind, enabling centralised,

secure delivery of software applications to both on-campus and remote users. This

focus on student and faculty needs aligns with our goal to provide a flexible and userfriendly experience, ensuring uninterrupted learning and research activities.

3. Education Sector Challenges

A reduction in resource availability as the university looks to reduce in operating costs

and deliver sustainable digital experiences. Previous use of AppsAnywhere means that

the skill set is readily available and packaging of applications for our environment is

familiar, and the platform can be onboarded with speed.

Proven Security and Compliance Standards

With the university operating a SOC and NOC to oversee security operations globally,

AppsAnywhere provides robust security features that align with our high compliance

standards. The platform supports stringent security protocols and data protection

measures, critical for maintaining the integrity of our distributed systems across several

continents.

5. No Suitable Alternative in the Market

After evaluating the alternatives, it has been determined that no other solution on the

market meets our specific criteria in terms of integration, security, and the specialised

requirements of an educational institution and the streaming of apps to BYOD devices.

This conclusion is based on an extensive internal review of the options currently

available. Many alternatives require significant infrastructure compute costs in a time

where we are having to work to strict budget availability.

6. Cost and Time Efficiency

Transitioning to a new platform would introduce significant costs, delays, and risks to

the university's operations. AppsAnywhere allows for continuity without disrupting our

global service delivery, enabling us to maintain operational efficiency and meet the

demands of our academic community.
