two.2.4) Description of the procurement

Background Information

In our SR15 Regulatory Period Research and Innovation funding was secured to run a pilot project in St Andrews using a Waste Advisory Services specialist to help manage the issue of fat, oil and grease (FoG) being discharged to our wastewater network from food service establishments (FSEs). This pilot project was deemed to be a success, so a bid was made for a funding allocation to be provided for such work in SR21. It has recently been confirmed that this bid was successful, so a new framework is now required for these services going forward due to the anticipated level of spend

New Framework Requirements

Scottish Water wishes to enter into a framework agreement for the provision of Waste Advisory Services to provide this service across Pan Scotland for an initial 3 year period with 2 x 1 year extension options. The details are below:

1.Proven experience implementing a consistent strategy within catchments across Scotland, which is effective at preventing chokes due to inappropriate disposal of Fat Oil and Grease (FoG) and food waste into drains and sewers from Food Service Establishments (FSE’s).

The strategy may include but not be limited to: investigating and identifying sources of FoG from FSE’s, supporting FSE’s install and maintain FOG mitigation equipment of the required standard and educate FSE’s on the impacts of FoG and food waste, how to prevent this by following best kitchen practices and the waste hierarchy.

2.Knowledge on the impact of FOG on the sewer system and alternative sustainable options for managing FoG and food waste following the waste hierarchy.

3.Proven experience in customer service, excellent communication skills and represent SW professionally when contacting SW customers.

4.Appropriate procedures in place for data collection, retention, transfer and deletion which complies with the appropriate legislation, for example GDPR.

5.Experience in gathering information and evidence which would support Scottish Water take enforcement action under the Sewerage (Scotland) Act 1968.

6.Have a strategy to engage and collaborate with a variety of SW Teams and provide SW with regular, meaningful and timely progress reports.
