Pembrokeshire County Council (PCC) requires the provision of a holistic and therapeutic hoarding support service for Pembrokeshire residents. Prior to initiating the procurement process, PCC wishes to establish the level of market interest as well as:

- Gain an updated insight into market capacity and potential innovative solutions and approaches;

- Gain an understanding of supplier awareness, engagement and opinions;

- Understand risks and issues;

- Identify barriers to participation.

In addition to this, the event is an opportunity for Pembrokeshire County Council to outline their vision for a Holistic Hoarding Service, and the role that this new service will play in supporting vulnerable individuals in the County.

PCC are interested in holding a pre-market engagement event on the:

two.2.4) Description of the procurement

This event will be to engage with potential service providers able to deliver a holistic and therapeutic hoarding support service. PCC’s aim is to more effectively support tenants and homeowners who are affected by hoarding. Through the organisation’s duties as landlord and housing related support provider, various isolated and vulnerable individuals have been identified as in need of a tailored support to understand and manage their hoarding tendencies, improve their quality of life and live safely in their homes. PCC seeks to procure a contract with appropriate preventative and supportive approaches, so that sustainable positive outcomes and harm reduction can be achieved. The specialist service provider will have to be knowledgeable and qualified regarding hoarding condition be willing to utilise person-centred and trauma-informed support approaches. This should include therapeutic support to coincide with some practical support. Practical support should involve assisting the individual to reduce hoarding in their property so that health and safety risks due to hoarding are removed. Methods used should be sustainable for the person being supported.
