two.1.4) Short description

Leicestershire County Council is undertaking a procurement for the provision of extra care services across the Country, in accordance with the applicable elements of the Public Contracts Regulations 2015 (SI 2015/102) (“The 2015 Regulations”).

Extra care housing is defined as well-designed, accessible housing, which provides self contained accommodation and offers 24/7 Staffed care and support services. Whilst the Service is primarily intended for older adults (i.e. aged 55 or over), it may also be appropriate for individuals aged below 55 with;

• a physical or sensory disability

• early onset dementia

• a learning disability

• mental health and enduring mental health needs

All Extra Care housing generally include some communal facilities to accommodate individual’s changing needs by providing a flexible and responsive Service. Provider(s) are required to deliver Services which focus on the health, safety, enablement, progression and wellbeing of people who require such services. They must enable Individuals to gain, maintain or regain skills to help them live independently and/or recover from illness.

The initial contract period is 2 years; the contract is estimated to commence 1st April 2023 and expires 31st March 2025.

There will be an option to extend the contract for 2 years in 12 month increments, subject to satisfactory performance and business needs. Maximum contract period is 4 years.
