The service is aimed at assessing and supporting the parent/carer of disabled children in Norfolk, so they are better able to meet the needs of their child(ren).

The Council is seeking to commission a service that will enable parent carers to improve their confidence in their ability to support and meet the needs of their child, helping to reduce crisis and need for other services, and improve relationships between parent carers and their family members including the cared for. The service will deliver this by helping the parent carers connect with support services, improving the wellbeing of parent carers by reducing loneliness and isolation by providing opportunities to connect and meet other parent carers in a similar situation, and improving their understanding of what support is available, ensuring they can access this in a timelier way.

The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings may be brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
