YPO are looking for Providers to be appointed onto a Framework Agreement for the provision of the International Recruitment of Social Work Roles and Associated Services. The Framework is designed to allow YPO to meet the needs of all Local Authorities in the United Kingdom by establishing an agreement where the end customer will place the order with the Provider and the Provider delivers direct to the end customer.
YPO is the lead Public Sector Buying Organisation (PSBO) for this Framework Agreement in collaboration with London Councils, as a group of Public Sector Buying Organisations (PSBO). For further details in respect of London Councils, please see link on page 4 of the Invitation to Tender. All references to ‘London Councils’ within this Invitation to Tender and all appendices are referring to this organisation.

This is a new Framework being developed by Yorkshire Purchasing Organisation (YPO) in partnership with London Councils (London Councils), supported by the London Innovation & Improvement Alliance (LIIA: LIIA – London Innovation and Improvement Alliance) on behalf of the Association of Directors of Children’s Services (ALDCS). This Framework is being developed for the use of Local Authorities nationally, to support the international recruitment to social work roles and associated services. Please refer to section 1, paragraph 2.1 of the Invitation to Tender for further detail as to the definition of Local Authority and permissible users.

The Framework Agreement will cover the period from 27th January 2025 to 26th January 2027, with two options to extend for an additional 12 months. The first decision to extend the Framework period will be taken by 27th October 2026 and will be dependent on satisfactory completion of all aspect of the Framework to date, the current market conditions for this category and YPO’s contracting structures. The maximum Framework period will therefore be 4 years, from 27th January 2025 to 26th January 2029 (subject to an annual review, incorporating KPI performance).

The Framework Agreement has been designed for use by Local Authorities (served by YPO as a Central Purchasing Body defined by Section 2, and detailed in Regulation 37 of the Public Contract Regulations 2015). A Local Authority is any authority categorised as a county council, district council, unitary authority, metropolitan district or London Borough and a full list of councils can be found here: List of councils (publishing.service.gov.uk) This list may be updated throughout the duration of this Framework Agreement and any Local Authority included will be permitted to use this Framework Agreement. While the Framework Agreement has been designed for Local Authorities, YPO understands that Local Authorities may establish arms length bodies, such as children’s services trusts and those bodies shall also be deemed permissible users of this Framework Agreement.

YPO will incorporate a standstill period at the point of notification of the award of the contract
is provided to all bidders. The standstill period will be for a minimum of 10 calendar days, and
provides time for unsuccessful tenderers to challenge the award decision before the contract
is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who
have been harmed or are at risk of harm by a breach of the rules to take action in the High
Court (England, Wales and Northern Ireland).
