This project is being commissioned by the Scottish Government, Local Government and

Communities Directorate, Building Standards Division on behalf of Scottish Ministers.

This project is required to support and help deliver the Scottish Government’s commitments in

undertaking assessment of fire risk on an identified high rise building with 321 dwellings in

Glasgow.

two.2.4) Description of the procurement

The Scottish Government are committed to providing support and remediation where risks, due to

unsafe cladding systems on external walls, have been identified and assessed by a competent

professional (chartered fire engineer for buildings over 18m) . The SBA programme has been

introduced and will either carry out or support fully funded safety assessments to determine

domestic multi occupancy buildings with a fire safety risk. The assessment will identify the repairs

needed to make buildings safe.

A pilot phase of the SBA program is underway, this is a selected 27 buildings from the initial EOI

group (which was a nationwide survey of applicants), this project is to help deliver an SBA for a

single building from the 27 building pilot group. The Pilot has identified buildings where previous

assessments highlighted a potential risk to life. Risks may be of a result of the external wall

cladding system, materials used or how they have been installed or where other fire safety issues

have been identified such as a lack of fire breaks or cavity barriers

Explanation:

The supplier chosen has previous experience in conducting single building assessments in a timely and effective manner. This ways of working was required for this contract due to the urgency and risk of life factors it holds.
