seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

This modification, extends the service to 30th June 2023, with a value of £3,537,000 (8.4% of original value).

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The Integrated Youth Service supports the most vulnerable young people in Gloucestershire. It includes a wide range of statutory, public health and other youth support functions, including youth offending and youth crime prevention, youth activity programmes, information, advice and guidance for young people not in education, training or employment, homelessness, substance misuse treatment, sexual health, teenage pregnancy and parenthood, and wrap-around services for care leavers, all delivered by teams of Prospects staff integrated with other professionals seconded from Health, Police and Probation. The COVID-19 pandemic has had a profound effect on young people with disrupted education, changes to exams and work opportunities with major impacts on the welfare of the most vulnerable.

A further contract extension is required to provide the Council with sufficient time to ensure that the wide range of contextual, contractual and procurement factors impacting on the provision of statutory Youth Support Services are fully explored, while revision and possible retendering of the Youth Support contract continues, with the aim of commencing our revised arrangements from 1 st July 2023. An additional 9-month contract extension is required for the following reasons: Market recovery from the effects of the pandemic is ongoing and provider capacity is yet to fully recover. There remains a noticeable increase in youth vulnerability, requiring additional time to further prepare children and young people for the changes proposed by the division of the Service into Lots under the new contract to be procured competitively. Critical additional time is required for the Children's Services Directorate to fully consider the Ofsted inspection outcome and the implications for future service provision. The Youth Justice Board (YJB) also revised its guidance for Youth Justice Services in March this year, which will also need to factor into any future service arrangements. The recommissioning of Children and Family Centres into locality based Family Hubs is proposed to commence from 1st July 2023. If agreed, a 9-month extension to the current Youth Support Service contract would conclude on the 30th of June 2023. The County Council would then be in the advantageous position of Commissioning both new contracts concurrently, giving greater flexibility to move forward with an integrated Youth and Family Hub model for Gloucestershire. The short length makes it technically and commercially unviable to change contractor.
