two.2.4) Description of the procurement

Sandwell Trusted Assessor Service. Sandwell Metropolitan Borough Council wishes to appoint a single Provider to the ASC113 Sandwell Trusted Assessor Service to provide assessments for eligible individuals ready for discharge from hospital in Sandwell.

People can sometimes wait too long for discharge from hospital resulting in poor experience of the health and care system and poorer outcomes.

Trusted Assessor schemes are a national initiative designed to reduce delays when people are ready for discharge from hospital. Providers accept assessments carried out by suitably qualified 'Trusted Assessors' working under formal, written agreements.

Research has shown that delayed discharges can have a significant negative impact on people's well-being. There are also risks associated with premature or poorly planned discharges.

The use of a Trusted Assessor Service can reduce the numbers and waiting times of people awaiting discharge from hospital and help them to move from hospital back home or to another setting speedily, effectively and safely thereby improving patient experience, clinical safety and patient flow.

The Service will operate 7 days a week. The Specification, attached as Appendix 2 to the Invitation to Tender, details the aims of the service to be provided within the contract and the connections to other services in the community.

The Provider will be required to provide a high-quality service that aligns with the Council's vision for Adult Social Care.

The Trusted Assessor Service Agreement will commence on 1st April 2024 for an initial period of 2 years with the option of extending for up to a further 12 months.

Sandwell MBC will incorporate a Standstill Period at the point information on the award of contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period will be for a minimum of 10 calendar days providing time for unsuccessful tenderers to challenge the

award decision before the contract is entered into.
