The service is for all who are experiencing domestic abuse, there are five delivery elements, each designed to integrate seamlessly to form one fully integrated service. Across the five elements, provider(s) will seamlessly transition between the elements and functions that enhance the victim/survivors’ experiences.
Currently there are separate services under different contractual arrangements, these will be bought together into a single unified service.

two.2.4) Description of the procurement
The service is for:
- Victims or survivors of Domestic Abuse and their children who require support in the community
- Victims and survivors of Domestic Abuse (over the age of 16) and their children residing in Devon who need to, are accessing or have recently accessed safe accommodation as a result of said abuse.
- Those that perpetrate domestic abuse and cause harm who are willing to engage in restorative opportunities to address their behaviours
Delivery elements in scope:
- Single Entry Gateway, Navigation Support and community engagement
- Support in Domestic abuse Safe Accommodation and Refuge, Staying Put and resettlement
Community support including:
- Specialist victim support for moderate and high-risk DA
- Whole family support to non-violent parent and children
- Engagement with those that cause harm to elicit behaviour change
- Trauma responsive Recovery therapeutic Support
- Support in safe accommodation for women experiencing multiple disadvantages including domestic abuse and sexual violence
This integrated service will need to operate within a complex system and will proactively seek to collaborate, co-deliver, co-locate with other parts of the system including but not limited to, family hubs, (Safeguarding) Front Door and other parts of the system as opportunities emerge.
