two.2.4) Description of the procurement
Norfolk County Council’s contracts for the provision of youth and community work that support the Youth Advisory Boards (YABs) are due to end on the 30 September 2023. The Council is currently scoping its requirements for new contracts to commence on the 1 October 2023. The Provider/s will be expected to deliver effective youth and community work supporting both young people and adults to ensure there is meaningful participation, influence and voice for young people in shaping local decision making and enabling young people to contribute to their local communities and the wider development of services for young people. This includes the provision of skilled and qualified youth and community workers who develop key community partnerships and networks, recruit, develop and support young people to act as young commissioners in utilising youth led change-maker funding in each district area: Great Yarmouth, Norwich, South Norfolk, Breckland, Broadland, North Norfolk and King’s Lynn & West Norfolk. The provision of change-maker funding is to support young people’s participation in decision-making and helping to shape and enhance the youth offer in local areas being provided by voluntary and community youth organisations, as part of wider support for young people.

Please note that at this stage we are only seeking expression of interest and, as such, no documentation is available.Further to Paragraph 3 of the best value statutory guidance issued by the Secretary of State for Local Government in September 2011, the Council is holding an engagement event to explore plans for the delivery of this service prior to a Contract Notice being issued and tenders being invited. The event will be held at 10am on 6th December via MS Teams. The event will inform providers of our intentions and what we hope to achieve, to ascertain what potential providers see as areas of risk, to discuss delivery, and what (if anything) would stop interested parties from applying.
